EB11: log of claims development

The QTU/DoE Certified Agreement Implementation Committee (CAIC) continues to meet each term to ensure that the schedule of implementation of clauses in the certified agreement is on track to be completed before the expiry of the agreement on 30 June 2025.
Although the current Department of Education State School Teachers’ Certified Agreement does not expire until 2025, the QTU is in a unique position to secure election commitments from all political parties before the state election scheduled for 26 October. One way to ensure solid outcomes for EB11 is to complete the membership consultation process prior to the election to allow for member campaigning on enterprise bargaining issues in the lead-up to the state election.
During Term 2, special EB11 branch meetings will be held across the state, enabling members to discuss the wins achieved in the current certified agreement and propose new items for consideration in the next log of claims. Motions carried at the branch meeting can then be submitted to the QTU by the secretary of the QTU branch, together with the required arguments and two signatures. Branches will have until 14 June to send in motions. After that date, no further motions can be accepted.
After these motions have been received, the industrial advocate and QTU senior officers will group them into common interest areas, and a draft log of claims will be considered by the elected members of the QTU Executive at their first meeting of Term 3, to be held on 8 July.
The QTU will continue with an interest-based bargaining approach in EB11. Once the interest areas have been finalised, delegates at State Council on 10 August will endorse the interest areas and the final log of claims, and materials will be developed and sent to political parties for consideration. Members will then be encouraged to seek delegations with politicians to unpack and explain the interest areas, ensuring that teacher and school leader voices are heard.
Members should note that bargaining will not commence until January 2025. Members will be kept informed of the progress of the development of the log of claims as the year progresses.
